UPDATE: Travel restrictions to Hungary

In order to slow down the spread of the COVID-19 virus epidemic, in addition to curfew restrictions and other measures, the possibility of entering the territory of Hungary was restricted from April 2020. But who can enter the territory of Hungary exactly and under what conditions?

With a few exceptions (Section 4 (1), (2) and (5), Section 4 / A), non-Hungarian citizens may not enter the territory of Hungary in passenger traffic, so in their case we can speak of an entry ban. In exceptional cases, the national police chief or his deputy may grant permission to enter upon request. Despite the provisions made in 81/2020. (IV. 1.) Government Decree, the 263/2020. (VI. 6.) Government Decree stipulates that from 7th of June 2020, citizens of the Czech Republic, the Federal Republic of Germany, the Republic of Austria and the Slovak Republic may enter the territory of Hungary without restriction. Non-Hungarian citizens not indicated here are still not allowed to enter the territory of Hungary, so the entry ban still applies to them.

Hungarian citizens – with the exception of entry from the Czech Republic, the Federal Republic of Germany, the Republic of Austria and the Slovak Republic, from which they may enter without restriction – must undergo a compulsory medical examination upon entry and if they are suspected of being infected with COVID-19 they must be separeted in a designated quarantine. If they show no signs of being infected with the virus, they are required to undergo voluntary epidemiological surveillance at home (residence) for 14 days at their place of residence or stay.

If someone can credibly prove that he or she has recovered from a COVID-19 infection and shows no symptoms of the infection, or has been under epidemiological surveillance for at least 14 days prior to entry, it is not necessary to go into voluntary epidemiological surveillance at home.

Further facilitation for Polish and South Korean nationals to travel in person from Poland and South Korea for business purposes or after a business trip to Hungary may enter if they are senior executives or employees of a Hungarian company or a company registered in one of these states, which company has a business relationship with another company registered in at least one of these states in accordance with Act LXXXI of 1996 on Corporate Tax and Dividend Tax. pursuant to Section 4 (23) of the Act.
